Inaugural Meeting Of the 2018-2022 Northumberland County Council

Led by piper, and Deputy Chief of Northumberland County Paramedics members of the Northumberland County Council entered the chambers on Wednesday, December 12, 2018.

Chief of Northumberland County Paramedics William Detlor sang O’Canada before the declarations of officer took play by Deputy Clerk Maddison Ellis.

Sworn in were, William Cane, Robert Crate, John Henderson, John Logel, Mandy Martin, Brian Ostrander and Robert Sanderson.

Alnwick/Haldimand Township Mayor John Logel was acclaimed as the Northumberland County Warden and gave his speech to those in attendance.

“I want to welcome our community members, valued staff, members of the media and distinguished guests to this inaugural meeting of County Council.
As we begin this new term, I am truly honoured that my colleagues have put their confidence in me to take on the responsibilities of the position of Northumberland County Warden for 2019.
As I enter my second term as Mayor of the Township of Alnwick/Haldimand and member of County Council, it is a privilege to step into this particular leadership role for the first time, and I thank the members of Council for their support.
Over the next year, we will no doubt encounter many challenges, however I am confident that, with the support of staff, we will work together as a team to resolve difficulties and advance quality policies and programs on which our community can rely.
As one of our first orders of business, we will review and finalize the 2019 County Budget, delivering vital infrastructure updates, services and supports, while focusing on value for ratepayers.

Another key priority that we will tackle early on will be the development of a Strategic Plan for this term of Council, focusing the energy and resources of County operations toward the achievement of agree-upon goals for the next four years.

Looking further ahead:
We anticipate significant progress on major infrastructure projects.
This includes new milestones achieved in the redevelopment of the Golden Plough Lodge, as we take important steps towards the 2020 completion of detailed designs.
We will also welcome the community to the grand opening of the new Emergency Services Base in Roseneath.
And we will break ground on the construction of an Emergency Services Centre for Trent Hills, as well as begin detailed design of a new Trent River crossing for Campbellford.
Regionally, we will also continue to support the efforts of the Eastern Ontario Regional Network to expand the reach and quality of cellular data services in Eastern Ontario, supporting future business investment, jobs and quality of life.
Beyond infrastructure projects, we will continue to strengthen the system of supports in place for people experiencing homelessness – including fully implementing a Homelessness Coordinated Response Team – and we will finalize an affordable housing strategy, with a focus on increasing the supply of rental housing.
Surface treatment is planned for over 120 km of municipal and County roads in 2019.

And this year also heralds our transition to two-stream recycling, and the highly-anticipated launch of our new ‘Green Bin’ collection service, propelling us ever-closer to the long-term goal of 75% waste diversion from our landfill.
With the completion of a Forest Master Plan, we will have guiding principles to support our management of the Northumberland County Forest until 2039.

And the development of a Natural Heritage Plan will guide community growth in a way that preserves and enhances our natural environment for future generations.
The creation of a Digital Strategy will ensure a clear framework for the County’s digital transformation activities, with the launch of a new corporate website set to improve access to County programs and services.

We will continue to focus on developing and diversifying our workforce, and fostering entrepreneurship through the Business & Entrepreneurship Centre and the Agri-Food Venture Centre.
And we will attract tourists to the community by growing the outdoor recreation economy through trails, cycling and paddling.

Central to achieving these plans will be the County’s ongoing collaboration with other levels of government – with our MP and our MPP, and with member municipalities – as well as with Alderville First Nation, and with all of our many community partners and stakeholders.
These relationships are vital to successfully serving our community, and I look forward to this collaboration.
And I know we will be successful in our endeavors because we have outstanding staff, committed to supporting Council with their expertise, and passionate about serving the residents and businesses of Northumberland County.
Throughout this term of Council, we will encourage staff to apply Lean principles, fulfill core values, and strive to achieve the objectives outlined in our Strategic Plan, bringing together People, Partnerships and Possibilities to ensure that our community continues to thrive.
We have many priorities to address in the year ahead and, as Head of Council, I commit to:
working closely with staff and members of Council;
listening closely to members of the public and community stakeholders;
collaborating openly with other levels of government and partner agencies; and
drawing out ideas that will positively impact our future, promoting a strong and vibrant Northumberland.
